No — these are the theory (knowledge) portion of ELDT, which the FMCSA allows fully online. Class A, Class B, Passenger, and School Bus also require in-person behind-the-wheel training through a registered provider. The Hazmat endorsement requires no behind-the-wheel at all.
Yes. Each course follows its curriculum in 49 CFR Part 380 (Appendices A through E), requires the federal 80% passing score, and completions are reported to the FMCSA Training Provider Registry.
